Step into the world of Shibuya’s arcade scene, where neon lights flash and a pint-sized sharpshooter holds the key to mastering gun combat. In Persona 5 Royal, you’ll meet Shinya Oda, the arrogant yet undeniably talented arcade champion known as the “King.” Shinya represents the Tower Arcana.
Why You Should Max Out Shinya’s Confidant in P5R
- Down Shot (Rank 1): Allows Joker to use a special shot to instantly down one enemy.
- Bullet Hail (Rank 2): After a successful ambush, there’s a chance to immediately initiate a gun-based All-Out Attack at the start of the battle.
- Warning Shot (Rank 3): During Shadow negotiation, you can use a “Warning Shot” to intimidate enemies, making it easier to convince them to join your side or give you items/money.
- Unlocks Ammo Pouch (Rank 5). increases maximum bullet capacity for each weapon.
- Cheap Shot (Rank 6): Upgrades Down Shot, allowing you to use it three times per infiltration.
- Electric Slug (Rank 8): Significantly boosts the damage output of Bullet Hail, making it more lethal.
- Oda Special (Rank 10 – MAX): This is his ultimate ability. Joker’s gun attacks will ignore all enemy resistances and hit regardless.

You need to bring a Persona of the Tower arcana when spending time with him, or you won’t get the maximum points as listed in our guide.

- On 9/4 you get the quest Winners Don’t Use Cheats. Through this quest you will meet Shinya.
- Unlocks Down Shot. With Down Shot you spend an entire magazine to guarantee a knock down on an enemy.
- You get bonus points in the Kindness stat.

Who is Shinya Oda in P5R
Shinya is introduced as the self-proclaimed “King” of the “Gun About” arcade game in Akihabara. He’s an elementary school student with incredible talent, but also a boastful and arrogant brat who looks down on others who aren’t as skilled as him. His initial meeting with Joker is prompted by a Mementos request: “Winners Don’t Use Cheats.” Joker and the Phantom Thieves are tasked with changing the heart of a Mementos target who is a notorious cheater in the arcade game. However, they discover the Shadow is “unbeatable,” leading them to seek out the real-world arcade legend.
Shinya, intrigued by Joker’s connection to the Phantom Thieves, agrees to teach him “real shooting skills” in exchange for proving his connection to the vigilante group. This leads to Futaba Sakura hacking the “Gun About” website to display the Phantom Thieves’ logo, which convinces Shinya that Joker is indeed tied to them. This marks the beginning of their Confidant (Tower Arcana).

Bullies and a Difficult Mother
As Joker spends more time with Shinya, the facade of the cocky “King” begins to crack, revealing a vulnerable child facing significant problems. Shinya describes his school life as a “war,” frequently being targeted by a group of bullies. He initially copes by mirroring their aggressive behaviour.
His Mother, Hanae Oda: A major source of his distress is his relationship with his mother, Hanae. She is portrayed as highly demanding and combative, constantly fighting with the school about everything, especially since her divorce. She puts immense pressure on Shinya to win and be the best, seeing any loss as a personal failing and unacceptable.
A turning point in their relationship comes when Shinya’s mother, Hanae, confronts Joker, accusing him of being a “bad influence” on her son because Shinya has started to push back against her unreasonable demands. This escalates into the Mementos request “A Mother’s Aggression.”
Uniquely, Joker and the Phantom Thieves decide that Shinya should be the one to issue the calling card to his mother’s Shadow (Dakini), allowing him to feel more involved in setting her straight. After her heart is changed, Hanae realizes the error of her ways and begins to treat Shinya with more understanding and less pressure.
With his mother’s heart changed and Joker’s guidance, Shinya undergoes significant growth. He apologizes to the kids he bullied at school and, in the final act of his Confidant, he faces the original arcade cheater, Takekuma, and beats him fairly, demonstrating his newfound maturity and understanding of true victory.
